Electric bike rules 2026: age, helmet, plates, licence and the difference from a moped

Under the Highway Traffic Law, an electric bike whose motor power does not exceed 0.25 kW and whose motor cuts out at 25 km/h or when you stop pedalling is legally a bicycle: no plate, registration, driving licence or compulsory insurance is required. You must be 15 or older to ride one and a helmet is mandatory; the fine for not wearing a helmet is 2,500 TL in 2026. More powerful or faster models count as motorised bicycles (mopeds).

Short answer

The Highway Traffic Law defines a bicycle as a non-motorised vehicle moved by human power through pedalling, and counts the following electric bikes in the same class: bikes whose maximum continuous rated power does not exceed 0.25 kW, whose power decreases as they speed up, and whose motor cuts out completely when the speed reaches 25 km/h or when you stop pedalling.

An electric bike that fits this definition needs no registration, plate, driving licence or compulsory traffic insurance; the normal bicycle rules apply.

Electric bike or moped?

"Electric bikes" with more than 0.25 kW of power, that keep pushing beyond 25 km/h or that run on a throttle without pedalling do not fall within the law's definition of a bicycle; if their top speed does not exceed 45 km/h and their power does not exceed 4 kW, they count as motorised bicycles and need registration, a plate, insurance and a driving licence. Before you buy, check the continuous power and the assistance speed limit on the product label.

Electric bike rules and fines

  • Age: electric bike riders must have turned 15 (11 for a normal bicycle). In 2026, anyone who lets a child under 15 ride an electric bike is fined 1,246 TL.
  • Helmet: the law makes it mandatory for bicycle and electric bike riders to wear a protective helmet. In 2026 the fine is 2,500 TL for the first offence, 5,000 TL for the second and 10,000 TL for the third and subsequent offences; 25% off if paid within 15 days.
  • Road: if there is a separate cycle path or lane, you ride there; riding on pavements and riding more than two abreast in the same lane are prohibited (5,000 TL in 2026).
  • Riding: at least one hand must be on the handlebars; holding on to another vehicle is prohibited.

Charging and battery safety

Electric bike batteries can usually be removed and charged at home from a normal socket with the manufacturer's charger. Charge the battery under supervision and away from flammable materials; do not use a battery that has been dropped, has swollen or gets hot, and do not plug in an incompatible charger.

Rules for taking bikes on public transport vary by operator; for example, Metro İstanbul accepts non-folding bikes on weekdays outside 07:00–09:00 and 17:00–20:00.
