Electric motorcycles: prices, which licence you need, range and tax (2026)

For an electric motorcycle, the licence you need depends on the vehicle's power and speed: mopeds with at most 45 km/h and 4 kW can be ridden with an M licence (a B licence is also valid), and those up to 11 kW with an A1; since 2024, B licence holders can obtain an A1 certificate with additional training and an exam. ÖTV (special consumption tax) is 3% on electric motorcycles up to 20 kW. In November 2026, official prices range from about 51,000 TL to 978,680 TL for the BMW CE 04.

Short answer

Under the Highway Traffic Law, a two-wheeled vehicle with a top speed of at most 45 km/h and, if electric, a continuous power of at most 4 kW is a motorised bicycle (moped); anything above that is a motorcycle. You can ride a moped with an M or B licence, and a motorcycle of up to 11 kW with an A1 licence.

Electric motorcycles and mopeds also require registration, plates and compulsory traffic insurance. The batteries of most small models charge from a household socket in 4–8 hours; range in city use is 40–130 km.

Which licence do you need?

M class mopeds can be ridden with a B licence. Since the regulation change of 10 February 2024, those who have held a B licence for at least 2 years can ride motorcycles of up to 11 kW with an A1 certificate if they meet the health requirements and pass riding training and a practical exam (commercial use excluded).

ÖTV, MTV, registration and insurance

  • ÖTV: 3% on electric motorcycles with a motor power not exceeding 20 kW and 37% above 20 kW (8% for petrol models up to 250 cc). BMW sells the CE 04, which has a peak power of 31 kW, with 3% ÖTV; the rate is based on continuous power.
  • MTV (motor vehicle tax): motorcycles with only an electric motor pay 25% of the motorcycle tariff based on peak power; the tariff has no row for below 6 kW. In 2026, for a vehicle aged 1–3, this comes to about 267 TL for 6–15 kW and about 554 TL for 15–40 kW (Şarj Rehberim calculation).
  • Registration and plates: mandatory for all motor vehicles, including mopeds; first registration must be done within 3 months.
  • Compulsory traffic insurance: also required for mopeds and motorcycles; without it, the vehicle is taken off the road.
  • Electric bicycle exception: an electric bicycle with a power not exceeding 0.25 kW and a speed not exceeding 25 km/h counts as a bicycle; no registration or licence is required.
